Using your out-of-state medical card in Puerto Rico

Puerto Rico recognizes medical cannabis cards issued by other US states and territories under Regulation 9038. If you're already a patient at home, this is likely your fastest route.

Requirements

• Your card must be currently valid.
• It must carry a photo. Cards without one are reported not to be accepted.
• You need photo ID matching the card.
• You must be 21 or older.

What to confirm first

Verification practices differ between dispensaries, and product restrictions under reciprocity have been reported — notably on flower. Before you drive out:

1. Call the dispensary and ask directly whether they accept out-of-state cards and which categories you can buy.
2. Ask how they verify. Some states have queryable patient databases and some don't, which changes what a dispensary can confirm.
3. Ask about quantity limits.
