Can tourists buy cannabis in Puerto Rico?

Yes — but not the way most visitors expect.

Puerto Rico has no recreational or adult-use market. There is no dispensary where an adult can buy cannabis by showing nothing but an ID. Every legal cannabis sale on the island runs through the medical program, and every buyer has to be authorized.

The good news for a visitor is that "authorized" does not mean "resident." There are two routes:

1. Reciprocity with your out-of-state card

If you already hold a valid, photo-bearing medical cannabis card from another US state or territory, Puerto Rico recognizes it under Regulation 9038. Call the dispensary first: some product categories are reported to carry restrictions under reciprocity, and verification practices differ from shop to shop.

2. A short-term non-resident authorization

If you don't hold a card, a Puerto Rico-licensed physician can evaluate you and, if you qualify, register you as a non-resident patient. A fee of roughly $25 and a validity window of about 30 days are commonly reported. Confirm the current fee and term with the Board before relying on either.

What applies either way

• You must be 21 or older (or an authorized minor patient with a guardian).
• You need government-issued photo ID.
• You can only buy at a licensed dispensary. Any sale outside that system is illegal no matter what card you hold.
• Cannabis remains illegal under federal law, so you cannot take it on a flight or onto federal land.
